Via Napoli is much more than just pizza, as you'll see from the menu's linked above. We've been to both and will readily repeat VN whereas we usually pass up Tutto Italia.
I've had great meals at both. As others have said Via Napoli has a lot more to choose from than just pizza, so if you are looking for more of an Italian dish as opposed to just a pizza I don't really think you could go wrong.
The atmospheres of both restaurants are very different.
Tutto Italia is more of an intimate setting. Decor-wise it is what you would expect from an Italian restaurant. It is on the darker side, murals on the walls, wood beams etc.
While Via Napoli is more on the casual side. It feels more open and airy, tall ceilings, archways etc.
We love Tutto- but only when on the dining plan! When we peeked in on Napoli it was very busy and loud- a very different experience than we had at Tutto.
