The difference is the more expensive one comes with lunch from what I remember reading about it.

TT04 - 2 hours of free time at the baths. Lunch, and shopping time. 5 1/2 to 6 hours
TT23 - 3 hours of free time at the baths. Limited shopping time. 4 to 4 1/2 hours

I recommend trying to find out how many ships are in port that day. If it's multiple, the Baths are a crowd scene all day.

I use this website http://www.cruisetimetables.com/ It's fairly accurate.

If there are 3+ ships in port, the Baths can be quite crowded. (Hell, lots of stuff can be quite crowded.) It's worth trying to reach out in your cruise group here or on Facebook to see if anyone would be willing to book a charter with you (Aristocats or Patouche are both reputable); you can get to the Baths with them and they'll time it around the typical cruise ship groups. Or they'll try to find quieter coves for snorkeling and the like for you, as they have a good feel for timing and crowd. The cost if you get a group together is not dissimilar to that of booking a DCL excursion.

We are sailing on the May 7th re-po cruise San Juan to Port Canaveral, there was only one option, the TT23 for us, so thats the one I chose.
Maybe the Fantasy offers both.

Interesting. Currently only DCL is scheduled for my date in July 2018. Thinking it was too far out, I checked the equivalent date in 2017 and they are the only ship scheduled then too. Can that be right? Do other lines not really cruise to Tortola in the summer?

May just not have date alignment. Other lines do come to Tortola, but they come from varying ports on varying itineraries.
