TSMM and RSR twice in one day

EMH is only good for folks staying at the 3 Disney owned resorts, right? Not "good neighbor" hotels?

At DCA it's for resort guests. At DL it also includes guests with tickets that include a Magic Morning.

Even with EMH guests ahead of you, I think riding TSMM twice in a row right at rope drop, then getting a FP for RSR, and riding single rider for RSR, would make the shortest combination of waits while getting two rides on both. There still aren't as many people heading right to TSMM at open compared to RSR or new Soarin.

One complication that always seems to crop up is the ride being down. TSMM and RSR being operational at opening is not a given -- I've seen each down then.

If you FP RSR during the day, you might consider single rider after dark for a different experience.

What's the best strategy for riding RSR after dark in the summer? A few weeks ago, the park was only open until 9 pm and it was still daylight when our Workd of Color fast passes came due. The park closed when WOC started.

On that day you would have needed to skip WOC and get in line for RSR just before closing, then it would have been dark by the time you rode the ride. That’s not a common problem though since the park is usually open until 10PM in the summer and it gets dark earlier in other months.
