Trying to figure out Gratuities and a dining plan question

We have the Disney dining plan for our upcoming trip. I've calculated roughly what we would end up spending in each restaurant we have ADR's in, in order to make a budget for gratuities. Two questions.
1. Are gratuity amounts (18%), calculated before or after tax.
2. Does the disney dining plan cover taxes?
 
The Disney Dining Plan does include tax. Typically the tip is 15-18% of the total bill. Our family rewards great service with great tips and fair service with fair tips. You don't have to tip 18%; that is a guideline.
 
Unless you have 6 or more in your party, then it's automatically added whether you like it or not. We had some terrible service and had no choice but to give an 18% tip!
 

I want to say that tax is 6% or 6.5%.

The bill will come with suggested tip amounts already calculated for you, so you can see tip options.

I often get an average of what we think we'll eat and then calculate an average tip. You can tip in cash or on your room key (or credit card).
