Tree house points

So I read that DVC is raising the tree house points to that of a 3 bedroom (which it is) due to high demand in 2013. How can they do that? I thought they can only change allocation of points through the week so that the week total stays the same. Or WAS it officially a discounted rate that could be changed.

If you look at the points for most of the other categories, they reduced the number of points for them.

For example, in Dream season in 2012 it will cost you 285 points for a 2 bedroom villa, but in 2013 it will only cost 269.

I believe the only rule is that Disney can't change the total number of points allocated to the entire resort over the course of a year. Beyond that, they can do pretty much anything to balance out demand.

Thats what I thought but did not do the comparison for the total points.
I knew that they had to come from somewhere.
