Transportion outside WDW without a car

Been doing lots of searches to see if there is an inexpensive way to get to the Premium Outlets and the Shrine (the Shrine is our main objective.)
I have read about i-ride, lynx and shuttles, mears. . .
There are six of us staying at POR. (Two Seniors, two kids, two adults.)

I read this in a post. . .
"If you need a break from Disneyworld or the local convention your attending, the Orlando Premium Outlets are a good diversion. It is nearby, and there is shuttle service from the Lake Buena Vista Hotels in Downtown Disney. "
Is this accurate? Can anyone confirm that it is currently happening?
Is this for the Hotel guests that the shuttle stops at?
Is there a cost (what is the cost?) of the shutttle?

Please share your input on the best way to get from POR or DDT to off site.
(mears estimated 17-20 each way for a mini van cab.)

If you are going to church, $40 for a RT cab ride seems like a good deal to me for 7 people.

You can get a free shuttle to the LBV Outlets but this is not the same as The Premium Outlets at either end of Int'l drive.

Here's the link and it will tell you where you can pick the shuttle up from as well

The Premium Outlets are far better though! :)

Called for more info. I must be staying at the LBV hotel. They would give a voucher. . .
So since I am staying at POR, I can't use this shuttle.
