Could anyone tell me how a couple can get to the Boardwalk from the Pop Century? Thanks.

What time of the day? Are you willing to do some walking? Spend money on a cab?

If MGM is open, take the bus to MGM. From there you can either walk (there's a walkway on the opposite side of the canal from the boat dock) or take the boat. It takes about 15 -20 minutes to walk and about the same to take the boat. The boat stops at the Swan/Dolphin and the BC/YC/BCV docks before arriving at the BW dock. It's a pleasant ride.

If the parks are closed, you take the bus to Downtown Disney and transfer to the BW bus.

You can also take a cab - expect to pay approx $15 for that.

If you are going to be in Epcot that day you can easily walk from the International Gateway of Epcot to the boardwalk area in about 10 minutes. The Friendship boats also run between the IG and the Studios all day stopping at the Beach/Yacht Clubs, Boardwalk, and Swan/Dolphin.
As someone noted, you can also walk or boat to the boardwalk area from the Studios but it is longer than from Epcot.

Not if you start from the main/front EPCOT entrance. And you also need park admission to go this route.
