We booked a dummy cruise during our last cruise in February. At the time we listed the TA as Costco. When summer of '15 cruise bookings open for Silver level on Wednesday or Thursday are we able to book online then contact Costco later that day to transfer the reservation to receive the OBB benefits? I am trying to avoid waiting till Costco opens and then waiting on the phone to secure our pricing.

If Costco is the TA they must do it.

They will have to transfer your existing reservation to a new reservation. You will get the rate at the time that Costco transfers the reservation.

I really doubt that the couple of hours that you have to wait is going to make a huge difference on pricing. If you are concerned with it, you can always book it online and then see which is cheaper once Costco opens.
