Yes. We have done that several times, booked onboard and then transferred later to the travel agent.

Yes. Must be done within 60 days of booking and not within final payment window. There is an online form to use on Royal Caribbean website. We usually get the best deal RCCL has to offer and then transfer to Costco for more extras.
