Transfer property to family member

What is the easiest and least expensive way to transfer ownership of my DVC property to a family member? I know it can be passed on to my heirs, but could I sell it to my brother? If so, do I have to sell it at a high price so that it won't get ROFR'd?

It can be "gifted" to a family member, notify Disney and they will waive ROFR.

However, if you actually sell it to a family members, I think it goes through the regular ROFR process and can be snapped up by Disney.
