Trading vouchers for park tickets -- how long

I read a post on the camping board about people waiting up to 3 hours to redeem vouchers for tickets. Yikes! Are the Will Call windows at a park the only place this can be done -- for tickets, not talking about for FP? Can it be done at the resorts? What is the DIS suggested best way to have the shortest wait?

It only took us about five minutes at the Will Call window for the clerk to process our vouchers. Granted, we were there on an uncrowded mid-week February day at 8:00am.

I'm not sure it is even POSSIBLE to wait in a line at WDW that is three hours long, unless it is July 4th, December 25th or 31st and you're at Splash Mountain, TSM or Soarin'...

3 hours is just impossible at a ticket window in my mind.

We had friends there last week and they said they were 2nd in line and waited less than 5 minutes.

daughter & 3 friends were there last week (with massive spring break crowds) Only took them minutes in the morning at the will call window...no wait at all (except for each other to get done with the process.)

We were also there this past week and it went really quickly. Late afternoon at Epcot, there was nobody at all at the Will Call window. The next morning at AK (about 8:35 or 8:40, for a 9 am park opening) it took maybe 10 minutes. I wonder if the people who waited for three hours lined up a few hours before the windows opened, like people do for concert tickets.

We just got back yesterday, and even though it was a big spring break week, we only waited about 5 minutes each morning to get our tickets/fastpasses. Only a few people in line each time.
