Trading in package tickets for DVC AP's

Last year when my young adult DD, who lives with us, wanted to buy her AP onsite I had to send a copy of my driver's license and DVC card with her. This year, she is staying at POP with free dining so had to buy the 4 day hopper ticket that comes with that package. If I send my license and DVC card with her again shouldn't she be able to upgrade that hopper to a DVC AP? Has anyone here done something similar recently? On the Theme Parks board they are saying it MAY not be allowed.
 
I’d call DVC member services personally. I think the policy is to activate DVC discounted AP that the DVC member is supposed to be there and show their membership card and license but I know others have posted being able to activate an AP without the member present in a similar manner to what you described. I think some have mentioned even being given some type of case number or reference number to give at guest services/will call. I believe that in those cases they had said purchased the AP for the adult child from member services but wouldn’t be there when it was activated so it could possibly be different regarding an upgrade.
