I know for awhile they were only available if you made it on the top ten list for fireworks. I believe they are now also part of in park quest bonus pack at DLR. So as far as "value" I would consider it a quest/tour item. Maybe more valuable than regular quest but not as valuable as retired tour. Hope that helps! Of course, it really comes down to what you want and if the chairs can get it for you . . . at least, that is what I try to do!
