I am sure this has been answered in the past, but if our home resort is BLT, but we are staying at another DVC property, do we still have access to the TOWL?

Except for a very few blackout dates, as long as you are staying on at a Disney resort on site, you and any guests staying with you are entitled to go up to the lounge (you must be with your guests). If you are staying offsite, you won't have the appropriate identification to go up to the lounge. But you are. So go on up!
