Topolino's breakfast waitlist

Has anyone had luck getting in to Topolino's for breakfast off the same-day waitlist? If so, what time does the waitlist open? And how close to you have to be to join - actually at the resort or on a nearby road?

I’ve done it twice (both successful) from the hotel. I waited for 7:30 and quickly added myself.
