7 Days a Week. Current access rules from DVCMember.com:
Disney Vacation Club Members staying at any Disney-owned-and-operated hotel at Walt Disney World Resort (whether they booked with vacation points or cash) may enjoy access to one of the vacation kingdom's most exclusive spaces: the Top of the World Lounge atop Bay Lake Tower at Disney's Contemporary Resort through December 29, 2013 (blockout dates in 2013 are July 3 and 4, and December 30 and 31). Current operating hours are 6 p.m. to midnight.

This perk is available exclusively to Members and those in their traveling party who are staying on that Member's reservation. At least one Member in the traveling party must accompany the group and present his or her current Key to the World card displaying a Disney Vacation Club Membership notation in order to gain admission to the lounge. If the Member's Key to the World card doesn't display a Membership notation, a Disney Vacation Club Member ID is required in addition to the Key to the World card to verify Membership.

Note that Members traveling from other Resorts must use Walt Disney World Transportation, as parking is unavailable to anyone not staying at Bay Lake Tower or Disney's Contemporary Resort. Upon arrival, Members must walk to the Bay Lake Tower main lobby entrance on the ground floor and check in at the Top of the World Lounge desk in the lobby.

This special Top of the World Lounge access is available on a first-come, first-served basis until the lounge reaches capacity. As the lounge is particularly popular during the Magic Kingdom fireworks, arriving as early as possible will give Members the best chance of gaining admission.

Yes.

Keep in mind hallowishes time is different. Check your date and time guide.

Does staying at Disney's Dolphin count? We are DVC owners but will be staying at the Dolphin for a quick weekend trip. Will they let us up to the lounge?

Thanks all. We got it! Already checked! Thanks!

You don't have a KTTW at the Dolphin. Rules say to show current KTTW.

Dh and I are doing a kid-less weekend trip for Food & Wine at the end of October (24-28) but we're not doing DVC (saving that for our New Years trip WITH kids). We will be staying at Pop with free dining. Will they know and note on our KTTW cards that we're DVC members or do we need to tell them to add it?

We just went last Thursday. I showed my member card she didn't looked at my kttw card

No, you won't get DVC member on your KTTW for any reservation not booked through MS. You'll need you blue member ID as well as the KTTW.

I would bring DVC member card if DVC is not noted on your KTTW card. Last time we went, staying at BWV on points, some Of the KTTW cards for the people on our reservation said DVC member, and some didn't . And they weren't even right, for example myself and DH are the members, his did, mine didn't, our DS. 15 did.

It will only say DVC on your KTTW if you are staying on points. I have no idea if you can ask them to add it but I don't think so.

Additionally, you must be staying at Disney owned and operated WDW resort. The Dolphin is neither. So, I would say no, as well.
