Is the Top of the World lounge only for those that are staying at BLT or can any DVC member go up no matter where they are staying?

we are using our points to book two rooms - one for us and one for our friends - I thought they were allowed to use the TOTWL as guests staying on points - even though they aren't members - have I got that wrong?

No you have it right. They will be eligible to get into TOTWL because they are your guests who are staying on your DVC points.

Top of the World Lounge
Top of the World Lounge is a 77-seat full-service bar offering beverages and light appetizers, and is located on the 16th floor of Bay Lake Tower at Disney's Contemporary Resort. Next to the lounge is an observation deck offering unparalleled views of Magic Kingdom® Park. The regular operating hours for the lounge and deck are from 5:00 p.m.-midnight daily (operating hours, access guidelines, and menu are subject to change without notice).

Due to anticipated high demand for this location, access is available only to Disney Vacation Club Members who are staying at Bay Lake Tower using their Membership (Vacation Points or cash), guests staying in the room with that Member, and guests who are staying in a room reserved by a DVC Member with Vacation Points. Access is limited and available on a first-come, first-served basis.

here, I was there last month, and I have a few photos of the lounge! It is never busy and I was there almost nightly to visit with Bruci!
When it hits 5 pm, you can go to the desk in the lobby of the BLT, you need to show your room key, and they put you in the elevator.

The lounge has a small menu from the Wave restaurant in the Contemporary.
I got the kids nachos a few times.
and then they have drinks..
