Top of the World after July 4th open?

I know it was open for viewing fireworks July 1-4 for BLT guests only. Is it open now for fireworks and for all DVC members staying on Disney property?

According to here, it was not open on 7/7.

I am hoping to be able to use the observation deck for my August trip…

We were there for the fourth and told that it was only for 7/1-7/4. We were fortunate because we were staying at BLT and you had to be staying there to go up. The staff member we spoke with told us that they were only given the ok for the four nights.
