I have no idea where that is, but it's a very interesting image. It appears to be a U.S. Bald Eagle emblem. But I've never seen one holding the olive branch in both talons. Traditionally, he holds an olive branch in one talon to signify strength in peace and a bunch of arrows in the other to signify strength in war. This eagle must be a pacifist.
