Are toontown and adventure land still still opening later than the rest of MK?

I thought toontown usually opened at 10:00 but the schedule for next week on steve soare's site has the character meet and greet areas in toontown opening at 9:00.

It has been a long time since our last trip so maybe this has changed.

Toon Town opens at 10am, but the characters sometimes come out in what is called "the tear drop" prior to that. The train still runs through there between 9am and 10am so they do tend to have characters out and about even though you can't go through Toon Town itself.
