As a UK resident am i able to book packages at all Disney hotels in Tokyo?

Yes. Just be sure to let your credit card issuer know you are going to be booking travel in Japan ahead of time.

Thats great. Im sure i read/heard somewhere that international guests can only purchase packages at the ambassador hotel.

This is definitely not the case. However, non-Japanese visitors don’t have as many options as the locals do but you can book the package at any deluxe and official hotels via the English sure. Have fun planning!
