DD2 fell and fractured her leg 4 weeks before our trip. It is supposed to be on for 4 weeks and her follow-up appt for evaluation and possible removal is the day before we leave. So, I'm either going to have a 2yo in a cast or a 2yo who just had a cast removed. I know I can get a sticker for her stroller which would allow us to use it like a wheelchair. Would this be an appropriate use and would it allow us to have her in her stroller in line? Holding her for long lines or making her stand for a while are not options. Of course, she is 2, so we would be able to hold her if needed or if she wanted to be held.

Yes.
You will need to use a stroller as a wheelchair. With the tag, it will be treated like a wheelchair and you will be able to bring it all the way to the boarding area.
Even if the cast is off, the muscles in that leg will be weak.

The "Stroller as a Wheelchair" tag is exactly what you want. It will allow you to take it in lines and shows.

In case you are not aware, there are cast covers out there that will allow her to swim. This might be well worth the cost, just for the ease of bathing and allow her some more fun.
