TL or BB for 1 & 2-1/2 Yrs Olds?

Taking a 1 yr and 2-1/2 yr old to a water park. Which one should go to?

Which has more for them?

What does ea water park have for them?

Both TL and BB have areas restricted to kids under 48". At BB it's called Tikes Peak and at TL it's Ketchakiddee Creek (or something like that). And i think both parks have rules about simmie diaper things.
