I have a question about the TiW card. I plan on upgrading my 8 day parkhopper to an Annual Pass when I get to Disney in Nov. I would like to purchase a TiW card, I know it will save me and my mom a ton of money.

Can you purchase the card once at Disney? Or does it have to be done before? If thats the case, how can I do that? If I'm not buying the AP until I get there?

At the same time you're upgrading to your annual pass, you can tell the cast member you want to purchase the Tables in Wonderland card. ($75 for an annual passholder.) That can be handled at the same time, and you'll probably get a 13-month time limit. So if you purchased today, as an example, you would probably get a card that expired June of next year.

I agree with PP, but, you can also purchase on property at any Guest Relations.

Although you can do the upgrade to AP at any ticket window or Guest Relations Office, you can only get the TiW card at a Guest Relations Office at a theme park or DTD or the TTC.
