I know this has been asked and answered but..can I buy the TiW card at the ticket booth at the International Gateway entrance to Epcot?

Yes. At all times there is one Guest Relations window at the International Gateway. If it a slow time, the GR window will also double as the ticket window.

You can get the TiW card at all guest services locations at the parks and downtown Disney.
