Some tips on DME tipping:
DRIVERS: Unless they handle any of your baggage (no difference between checked or carry-on), it's not necessary to tip them. You certainly can if you want to, but I certainly don't feel obligated to tip a bus driver simply for driving if they're not giving me a PERSONALIZED service such as handling my bags.
BELL SERVICES STAFF: Disney pre-tips the Bell Services CMs for delivering DME luggage to the rooms. They do this because the entire idea behind DME luggage handling is that you don't have to be in your room, the luggage will "magically" appear. If no one's home to tip, there would be a lot of very unhappy CMs. Thus, Disney provides them with a tip, something Tyler (Chip n' Dale Express) said is called a GTY rate, something he said Bell Services CMs are eager to get as opposed to taking their chances with the tipping public. So even if you are in your room when your luggage arrives (GO OUT! HAVE FUN! START YOUR VACATION!), don't feel funny about not tipping the CM who brings your luggage -- he/she is already receiving extra cash for that service.
When you're leaving your resort at the end of your vacation, that's a different story. If you have Bell Services help you with your luggage, they deserve a tip.
Some other non-DME tipping thoughts:
HAIRCUTS: I always tip at least 15%-20% UNLESS the person cutting my hair is the owner of the salon. Although I'm sure there will be naysayers, I feel no obligation to tip the owner of a salon, who is getting more from the price of the service than is a run-of-the-mill operator.
A NON-DISNEY ENTRY: CASINO DEALERS: I live right next to Atlantic City. Many of my neighbors make most of their income on tips. One time, I went to a casino with an out-of-town friend of mine (which is just about the only reason I'll go to a casino) and I hung out with him while he was playing craps. One of the croupiers was just about the funniest guy I'd ever seen and heard. He had me (and everyone else) very entertained the whole time my friend was playing. Even though I didn't make a single bet at that table, when my friend left I flipped a $5 chip onto the table and thanked the croupier for a great time. The boxman looked at me like I was doing something wrong, and I told him the same thing, that that guy was well worth every penny.
