Anyplace I've ever had a party for any of my kids gratuity was already included. Most recently was a place called Jumpers Junction. Its a mini Dave and Busters type place.
The person who helped with the party already had her 18% gratuity added to the bill.
Where are you having it? At wood kingdom 2 people worked the party and I gave them 20.00 each. At Chuck E Cheese one person worked and I gave her25.00.
I think more details are needed. What is the party? Where is it? What is there person doing at the party? IMO I would not tip unless the host went above and beyond what is standard. If the host is only bringing over cake & ice cream etc then that is expected. If the host interacts with the kids etc then I may tip.

It's standard to tip the helpers at birthday parties. It's either tacked on to the bill (usually 18%), sometimes a note is made by the management in the agreement that tipping would be nice, but most of the time it's just done.
at any party/ banquet, etc. it is customary to tip at least 18% of the total bill. ask if it is included or not. (you don't want to "stiff" the help, and, on the other hand, you don't want to double tip.)
if there is more than one helper/server/ waitress, it is split between them.
of course, if anyone is doing a really good job witht he kids, you are more than free to give them an extra cash tip.
