If a shore excursion is listed as 10:30am-2pm, does that mean we meet somewhere on the ship to leave at 10:30am? Or is that when we'll arrive at the activity's location?

Will we be OK with booking this: Frozen & Princess meets from 8:30-9:30am and then an Atlantis dolphin excursion listed as 10:30am-2pm?
 
You should be fine. Normally the Atlantis excursions (in my experiences) meet somewhere on the ship about 30 -45 minutes before the start of the trip to leave the ship at the mentioned time.

If it lets you book both, there is no problem. If there is any time overlap you'll get the message that you have something else booked at that time.

OP, in my experience the time that you are given when booking an excursion is the meeting time onboard the ship. I always check the time on the little port adventure tickets that are in your stateroom on the first day (or delivered to your fish during the first day) and it always was exactly the same time as it was when we booked the port adventure. I never experienced an excursion to meet 30 or 45 minutes earlier than the scheduled time. However. It often does take 30 to 45 minutes for everyone to actually leave the ship and get started with the excursion after the scheduled time.
 

If it's booked through DCL it's your departure time from the ship. Make sure to be at the meeting place at least 10-15 minutes before the time you're given. They need time to check everyone in and give instructions. While they do build in some time to ensure everyone is there, they really do want to leave the ship as close to the time given as possible so showing up at exactly the time is risky. Also do check your tickets when you board as sometimes the times do change a bit, usually 15 minutes or so. It hasn't happened a lot but it's always good to confirm.
