Selling a games console on eBay, fair price, I have a "buyer" who is "very interested" and has asked for my PayPal and said he is paying "right now" - this started 14 hours ago. I feel like he's somehow stringing me along... the question is, why?!

That would be my first assumption (it would be quite rude, but hey), but he keeps on messaging me saying, paying right now...

This seems weird. Is this not a "buy it now" listing? Doesn't all that go directly through eBay? Why would an interested buyer be messaging you prior to the purchase?

It's Buy It Now - he keeps on messaging me saying "I will buy it right now" but never actually goes anywhere. Average feedback, nothing amazing or alarming.

It's a scam. They will send you an email with a fake paypal payment hoping you do not check your account.

Just ignore it until someone pays you through ebay.
