Time of dining pkg release?

hello all! I'm waiting not too patiently for Disney to release October dates/times for ROL dining pkg and the Star Wars dessert party.
To those of you who have gotten reservations for previous months, when did your dates open up? Was it first thing in the morning, or can it just randomly appear during the day?
If I could cut my stalking the boards to once daily it would be great. Lol
