He declined the urinalysis for a reason. Just speculating, but lots of doctors, lots of surgeries can mean multiple pain and other pill prescriptions.
If he wants to be there for his children in the coming years he likely needs rehab and long term support.
Yes, this is the part others aren't mentioning. It's not like he's a typical street junkie who chose to take his first drugs. I think he previously admitted he's been addicted to pain meds due to all his surgeries and injuries. Plus, he's got an addictive personality since he also previously admitted he's an alcoholic. It's unfortunate that some of the pain meds given nowadays can make one addicted. And not a lot of rehab seems to "stick" long term. Although, at least he wasn't drinking too.
He probably just gets up in the morning and pops a bunch of pain pills the way others have morning coffee. By the time he got into a car, he didn't know how inebriated he was. It's not like drinking, where there is a short window when one drinks and then drives. He probably lives in a constant state of fuzziness.
I am NOT saying that is an excuse to get into a car and drive while impaired. (Watch, someone
will say, that I'm saying he has a reason to be excused because they just have to get another post in with their moral outrage.

What I am saying is that this is a shame, because it's likely he can end up the way Michael Jackson and Prince did, having gotten addicted to drugs through no original fault of their own. Then later having the means to get doctors to prescribe more and more drugs until a combo kills them.
In Tiger's case, he has actually been given two chances where he survived crashes. Even if he's in some physical rehab now preparing for the Masters, which means he is constantly taking a certain amount of correctly prescribed meds, he has GOT to also be in some rehab program to stop himself from over-medicating himself and then getting into a car where he can unfortunately kill someone else while he's killing himself. He also has to be humble enough to admit he just has to stop driving. Especially as he doesn't seem to realize when he's too impaired.

He can certainly afford to have a chauffeur on call, with him 24 hours, the same way some celebs need to have bodyguards with them round the clock when they go out. There is no excuse not to have one now.
