You may carry liquids, gels and aerosols in your carry-on bags only if they adhere to the 3-1-1 rule: containers must be 3.4 ounces or less; stored in a 1 quart/liter zip-top bag; 1 zip-top bag per person, placed in the screening bin. Larger amounts of non-medicinal liquids, gels, and aerosols must be placed in checked baggage.
It doesn't say anything about the amount of liquid noted on the package.

The containers have to state how much liquid is in them. They don't want the TSA agents to have to guess, that is why partially used up bottles of shampoo or tubes of toothpaste are not allowed in your 3-1-1 bag.

I thought the "partially used" thing was on containers that would hold more than the 3.4 oz. In other words, you can't bring on a full size shampoo bottle that only has 3 oz in it. However, if you have a bottle that's obviously the correct size, I think they'll let it go.

Of course that and $1.25 will get you a soda from the machine. :)
 
I would think they would be ok too, however I am not one to bet on what the TSA will or will not allow, due to common sense. I wouldn't be 100% sure they wouldn't be turned away.
 
The amount of liquid in a detergent pod doesn't have to be marked on the pod in your 311 bag. TSA won't give it a second glance.
 
Someone makes a pod that is all powder. Maybe Purex? No idea how TSA would feel about that though.

They don't, but I'd seriously recommend against tide pods - they can and do rupture fairly frequently, as they're lightweight and designed to dissolve in water, and are designed to be only transported in a hard sided container. Most grocery stores, Bed Bath and Beyond, and several others have single load liquid Tide packs for about $1, tough enough to go in checked luggage (I carry a Ziploc with two of them plus two dryer sheets in my checked bag, and it's going through about a dozen flights without a single rupture).
 
Funny. I just shipped All laundry detergent and Clorox 2 pods yesterday to my resort. Hopefully they'll survive UPS ground shipping. Each item is in it's own ziploc and then I put them in a gallon ziploc together.
