Ticket upgrade/bridging

I bought 3 seasonal DVC passes in October, for a total of 843.48. We used the monthly payment plan.

We needed to upgrade to regular annual passes due to travel during block-out times.

We went to the IG at Epcot to do the upgrade at Guest Relations there. The guy charged us 690.12 MORE for the upgrade.

We were expecting to have to pay a total of 498.00 (bridging the price between 281.16 - the cost in October - to 319.00 - the cost now) to the DVC regular annual passes.

Were we overcharged? Who do we contact if we were?

Disney does not price bridge Annual/Seasonal Passes. They will check to see what you paid for them and charge you the difference between that and the current gate price of the new pass level.
