Ticket booth opening hours at parks, TTC

Does anyone know the actual opening time of the ticket booths at the parks, or TTC? I keep getting conflicting info from the CM's at WDW.
We get in late at night, and we need to buy AP's as early as possible the next morning. (We are going to try to get a DDE voucher faxed to the hotel that day, plus we need it for the room rate).
Is it open when the character meals start, which is 7:00 a.m.? I believe. Or does it just open right before the parks open?
Has anyone gone through this before?

Last summer I needed to renew 2 of our APs. To save time, I decided to go to the MK early while the rest of my family was still sleeping. I called Disney info from our room and was told the ticket booths at both TTC and MK opened at 9! Whatever!

We were at the GF and I took the monorail over to the MK before 8am. Guest services was open with no lines and I renewed their passes.

I would guess Guest Services is open as early as guests are allowed to access the MK via monorail or bus. Hopefully, someone who knows for sure will be along.
