In the past the package rates were locked in through the end of the calendar year. The increases in ticket prices and room rates are not reflected in the packages until the new year.
It's always possible Disney will change this, but I don't think it's likely because it has contractual obligations on its package prices with a lot of wholesalers (Costco, AAA, etc.) that are by calendar year.

Not UT, when ever the prices go up UT will only have a small number of tickets left in inventory at the old price. Two years ago after the Aug increase they only had tickets at the old price for few days.
Last year I think Disney surprised everyone and they had a larger stock at the old price.
