Are reservations needed for Three Broomsticks?

Three Broomsticks is a counter service restaurant so reservations are not accepted. However, if you purchase a package that includes breakfast at Three Broomsticks, you will need to make reservations. That's the only time reservations are accepted.

How does the Breakfast reservation work? If I get the package with breakfast, does that mean I don't have to wait in line to get into 3 broomstick? Do I still need to wait in line to get to Wizarding World, or will I get to go in if I show my resevration?

At the end of January I booked a package that includes breakfast at the 3 broomsticks (for April) and when i called to make a reservation i had a hard time getting the correct info. Dining reservations told me because it was a package, my concierge took care of it. I called Hard Rock and they told me Dining took care of it. Both eventually called me back and told me that the policy had changed, that breakfast reservations were no longer being accepted. You just bring your voucher and walk up as anyone else can for coutner service.

This is strange. The Universal website still state that reservation is required. In fact, if you book online, there is a reservation option too.....hmmmmm
