Third or Fourth Week of September

Which week in September is better, the 3rd or 4th?

I am not planning on going to a Halloween Party....so I'm wondering if the 3rd week is better because their might not be Halloween parties then? But maybe typically they DO start that week...I don't know. Also wondering if there'd be a difference crowd wise. I currently have our hotel booked for the 4th week (last week) of the month...and I noticed that the hotel prices the 3rd week are about $10 more a night. Does that mean they are expecting more crowds the 3rd week? Or am I reading too much into it? Any input would be great!

The first Halloween party was on September 23rd in 2016. They haven't announced the schedule for this year's parties (the announcement has been made in mid-summer for the last few years), but the best guessing is that the parties will probably start around the same time. If you're not at all interested in attending one of the Halloween parties, I would probably aim to go the third week in September. On party nights, DLR closes at either 6:00 pm (weekdays) or 7:00 pm (weekends) and DCA is usually pretty busy on those evenings.
