Not that it couldn't be broken, but it is probably really a bad sprain. The way the ankle is structured lends itself to sprains more easily then breaks, for good reason. If it swelled that much right away, it is a good chance it is a bad sprain, which hurt like anything. Even if it were broken they won't put a cast on it right away anyway. They will have to wait for the swelling to go down. They will give you a soft cast and crutches and tell you to stay off of it until they can put a hard cast on. Even then you might get a removable boot cast too.
Another thing with ankles, if you have some broken bones, chances are you will need surgery to put pins in to hold things in place, unless they are just hairline fractures.
As for the fall, it was an accident. Yes, maybe they should have had you fill out an accident report but other then that, it was an accident, it was wet, you were wearing slippery shoes (Crocs are not slip-proof).
