Is it possible to purchase someone's passes to the theme parks that as annual passes??

Yep. It's definitely possible to purchase them, but it's impossible to use them.

Never buy used tickets.

Tickets are tied to an individual once they've been used. They can no longer be used by anyone else - the turnstile will reject the ticket if you try.
