primary school is
-pre reception (3)
-reception (3-4)
-kindergarten (4-5)
-intermediate (year one, 5-6)
-transition (year two, 6-7)
-lower one (year three, 7-8)
-upper one (year four, 8-9)
-lower two (year five, 9-10)
-upper two (year six, 10-11)
that's what it was at my school, but i went to a prep school. so, a private school, so we had names for each class, and there was only 20 people per year, and 20 in a class.

secondary school:
-year seven (11-12)
-year eight (12-13)
-year nine (13-14)
-year ten (14-15)
-year eleven (15-16)

sixth form:
-year twelve (16-17)
-year thirteen (17-18)

university.

So why did Doofenshmirtz have to jump off the high dive as a child if his mother had forbade him from swimming in public pools?
My guess is that, becuase he refused to jump, they banned him from using it all.
Let's also not forget that the high dive wasn't above a public pool. It was the Gimmelschtump Public Wetness Maker. It just had water in it on alternating Thursdays.
