My understanding is that it is meant to be an interactive water exhibit. I personally think this is a good thing--Disney needs more activities for kids who need to blow off energy. Standing in lines all day isn't easy as an adult, I can only imagine how tough it is for an excited and overstimulated kid.
I do hope though since it is interactive and water-based, that they install a drying station as well (I know they have them at Universal near their log flume rides but you have to pay, ew) Personally, the parts of Disney that I remember most fondly are the interactive areas of EPCOT that aren't there anymore--World of Motion, ImageWorks, and even the jumping fountains were captivating to me. But hey, that's just my personal opinion! I know plenty of other people love Disney solely for the rides, or food, or entertainment, etc.
