The America Gardens Theatre?

Does anyone know where this is. I'm thinking it is part of the USA pavillion in EPCOT. If so is it in front along the water?

Yes it is, and yes it is. You can't miss it. It is right on the water, and is located across from the entrance to the American Experience.
