There is a saying that no true Texan can sleep soundly while the Texas legislature is in session (it only meets every two years for a five or six month session). There are some strange provisions in Texas law as to quorum that have given arise to some fun in the past.

Tom DeLay is trying to redraw the Congressional districts and is trying to cram this down the Democrats throats. The Texas House Democrats have all left Austin and are hiding to prevent a quorum. See http://www.chron.com/cs/CDA/ssistory.mpl/topstory2/1906120 This technique has been used before effectively with a group of Texas House members earning the nickname the Killer Bs.

Under Texas law, the hiding house members are subject to arrest and the Texas Department of Public Safety are conducting a manhunt for the hiding Reps.

This is likely to be yet another fun chapter in Texas state politics.

I will admit that I tend to be more of a Republican. But, the Democrats are absolutely correct on this point! I live in part of a country to be re-disctricted.

They want to put Ft. Hood (HUGE Army Base) in the same district as San Antonio (4 hours away). They have different needs and desires.

EDITED: I actually e-mailed the Speaker of the House and faxed the Senate Leader. I feel that the Republicans are being bullies in this situation. Just my opinion, please no flames.

They just said on the local news that the Democrates are in Oklahoma and will hold a press conference tomorrow.

I (can't believe I am saying this) really think Republicans are acting as bullies. As I stated earlier, I tend to vote Republican.

The whole situation is truly funny. Here is a quote from the New Mexico Attorney General on whether she would arrest the missing House members. See http://www.latimes.com/la-na-texas13may13,0,7467140.story
I have put out an all-points bulletin for law enforcement to be on the lookout for politicians in favor of health care for the needy and against tax cuts for the wealthy," said Madrid, a Democrat.
I saw an article on the redistricting plan being pushed by Tom (it is not a crime if a republican lies in a civil deposition) DeLay that was truly outrageous. The republicans had a district composed of two subdivisions that was separated by more than 300 miles. It was truly outrageous even for a sleaze such Delay.

Oh my gosh! I saw this on our local news last night before I feel asleep! I thought I had drifted off and was dreaming! This truly is funny as anything! :teeth:

As mentioned before, I do tend to vote Republican. But, they actually want to divide the county where I live and do some bizarre things. They (republicans ) are acting like bullies.

Here is the official statement of the Killer Ds. See http://www.statesman.com/hp/content/coxnet/texas/legislature/0503/0512statement_dems.html
We did not choose our path, Tom Delay did. We are ready to stand on the House floor and work day and night to deal with real issues facing Texas families. At a time when we are told there is no time to deal with school finance, and when we must still resolve issues like the state budget crisis and insurance reform, the fact that an outrageous partisan power grab sits atop the House calendar is unconscionable.

Our House rules, including those regarding a quorum, were adopted precisely to protect the people from what is before the House today — the tyranny of a majority. By our actions today, we are fulfilling our responsibilities to our constituents and upholding the oaths we took to serve the people of Texas.

The redistricting plan scheduled today before the Texas House of Representatives is the ultimate in political greed — it is undemocratic, unjust and unprecedented. It's a power grab by Tom DeLay, pure and simple. The current congressional plan has been ruled by our United States Supreme Court to be constitutional and in compliance with the Voting Rights Act. Elections have been held, and we should respect the will of Texas voters.

Our Republican Attorney General ruled that this map can stand for the decade, and that we are not mandated to do redraw congressional districts this session. Many Republicans privately oppose it. Texas newspapers have editorialized against it. We do redistricting every ten years, not whenever those in power demand it.

Our Republican Attorney General ruled that we are not obligated to do this. Many Republicans privately oppose taking up redistricting. Texas newspapers editorialized against it. We do redistricting every ten years, not whenever those in power demand it.

This misbegotten plan is a monument to Tom DeLay's ego, appetite for power and disregard for our constitutional rights. He drew the map. He insists on passing it.

No one benefits more than Tom DeLay. He believes he should choose who represents Texas in Congress, not Texas voters.
House Democrats are taking a stand for fair play for all Texans. We refuse to participate in an inherently unfair process that slams the door of opportunity in the face of Texas voters.

We won't be present today — or any day — that the House plans to consider this outrageous partisan action. We refuse to provide a quorum for Tom DeLay's attempt to grab power at the expense of the rights all Texans are guaranteed under our Texas and United States Constitutions.
We refuse to be present:

• Because the Texas House has more important business than satisfying Tom DeLay: a $10 billion shortfall, a school finance crisis, a troubled economy, insurance abuse (our Governor's declared emergency, and still not passed) and a looming disaster in health care for the children, the elderly and the disabled.

• Because the House Redistricting Committee violated the Voting Rights Act, and refused to respect the voice of all Texans.

• Because the actual map to be considered by the House was intentionally hidden, then suddenly introduced at the last minute and voted out at a late night meeting with no opportunity for public comment.

• Because DeLay's gerrymander splits cities and fractures traditional communities of interest—like the grotesque plan to crack Austin into four separate districts, with tentacles that stretch from the Capitol to Houston on the east and southward hundreds of to the miles to the Mexican border.

Texas today has more important business than bending to Tom DeLay: like a $10 billion budget shortfall, a school finance, a troubled economy, insurance abuse and a looming disaster in health care for children, the elderly and the disabled. We are ready to work to solve the problems caused by budget cuts in education and health care, not on cutting up the State of Texas to satisfy Tom DeLay's quest for power.

We do not stand alone.

"Texas should ignore DeLay's redistricting plan."

I have to laugh. While I disapprove of the current Republican plan, its not as if they invented gerrymandering. When the democrats controlled the Texas house, gerrymandering was the accepted norm. Some of the districts they produced in the 70's and 80's were truly a wonder to behold.

Still, gerrymandering is wrong no matter who does it, and the Republicans should not be allowed to do it just because the Dems got away with it for years. We really do have more important things to be worrying about right now and the current redistricting mess is just wasting time.

I dont like the redistricting bill, but I don't support what the Dems are doing eiether. They have a responsibility to be in Austin doing their jobs, not running away because they can't defeat a bill (even if really should be defeated). I am hoping that Oklahoma extradites them to Texas so that DPS can haul their butts back to Austin and make them do their job.

Hound, if there was any other way of defeating this Tom Delay measure, the Democrats would had used it. Molly Ivins has a good editorial on this mess. See

AUSTIN, Texas -- They just went too far, that's all. This session of the legislature has been as brutal, callous and indifferent to the welfare of the weakest, the most frail, youngest and oldest Texans as it is possible to get. The level of pure meanness is stunning. They have just gone too damn far. ...

Most of us thought it was pretty funny when Rep. Debbie Riddle popped out with her now-classic statement: "Where did this idea come from that everybody deserves free education, free medical care, free whatever? It comes from Moscow, from Russia. It comes straight out of the pit of hell." ....

The latest flap is over a congressional redistricting map that is so bad it's actually funny. Of course, the thing was passed without public hearings, because as Rep. Joe Crabb explained, "The rest of us would have a very difficult time if we were out in an area -- other than Austin or other English-speaking areas -- to be able to have committee hearings or to be able to converse with people that did not speak English." Sometimes you have to wonder what planet these people are from.

That was the proverbial straw for the Democrats, 53 of whom left the state or went into hiding Sunday to break the quorum, thus bringing legislative business to a halt. They've already been dubbed the Killer D's, after the tradition of the Killer Bees in 1979. Believe me, stopping the legislature from functioning at this point is high public service.
Speaker Craddick called it a "stunt." The R's have been pulling stunts every day of this session, and don't write it off as payback for heavy-handed Democratic rule. Speaker Pete Laney ran a fair House, and everyone knew it -- these people are disgracing themselves and the state.

As usual, I disagree with most of what Molly Ivans has to say.

"The level of pure meaness is stunning". Oh please!

"This session of the legislature has been as brutal, callous and indifferent to the welfare of the weakest, the most frail, youngest and oldest Texans as it is possible to get." What? The Republics sound like monsters. Did Godzilla suddenly take over the Texas House or something? (and, if so, why wasn't I told?!).

The current government is not brutal, callous or insensitive. They are simply trying to spend no more than they take in without raising taxes. This idea offends Molly (Actually, anything not proposed by a Democrat offends Molly) becuase it means cuts to some programs, but its not "mean", its the right approach and its long overdue. I'm just amazed that our governor had the backbone to stand by it.

As for the Killer D's, the problem I have with their stunt is the precident it sets. If you cant stop a bill (good or bad), just refuse to show up and shut the government down. Now there's a productive approach to problem solving. That should work just swell in the future!

As far as I can tell, there is nothing illegal about the redistricting plan, but if I'm wrong, then it will be shot down in the courts. Thats the only way to deal with it. We cant just shut down our government to stop a bill that you and I don't like. I hope the bill gets stopped, but this is the wrong way to do it.

"They (republicans ) are acting like bullies."

And the Dems are acting like children. When they go home, they need a spanking!

A redistricting map was drawn up by a judge a year ago. Nothing was done with it at that time.

I wouldn;t be as upset if they would not put Ft. Hood in the same district with San Antonio. (No offense to San Antonio, but I feel like each has different needs)

Even though I'm no longer living there, I am as Natvie Texan says "Texas born and Texas bred". Some of the younger folks might not be able to relate, but this whole mess reminds me of the old attitude usually applied to football. "If you can't beat em on the field, then make sure you whoop em after the game. And if you can't do either of those fair and square, the CHEAT!"

Now, can you tell which side this applies to?

First, it was nice to see that the Killer D's are getting a hero's welcome back. However, I am concerned about reportst that Delay and the Republicans misused federal resources to track down the Killer D's See
http://www.chron.com/cs/CDA/ssistory.mpl/special/03/legislature/1912638
AUSTIN -- Several hundred supporters gave a hero's welcome early today to more than 50 returning Democratic legislators, whose four-day flight to Oklahoma succeeded in killing a Republican-backed congressional redistricting bill. ....

Most returned to Austin in two chartered buses about 3:30 a.m. today after a midnight deadline for passing the redistricting bill had passed. A few drove or flew back home.

A few hours later, they emerged from the Capitol to be greeted by cheering supporters, waving banners and signs. *Rep. Pete Gallego, D-Alpine, thanked Democrats for their support during the group's self-imposed exile. ....

As they spent their final day in Ardmore, new details emerged about the official search for them when they began their exodus from Texas on Monday.

A federal agency within the Department of Homeland Security said it had been asked by the Texas Department of Public Safety to help search for a plane that carried one of the Democratic dissidents -- former Speaker Pete Laney -- to Oklahoma.

The agency said it was given the impression the plane was missing or in distress with Laney and other legislators aboard.

The report prompted Sen. Joe Lieberman, D-Conn., a Democratic presidential candidate, to call for an investigation. He and other Democrats complained that tracking Laney was an improper use of federal resources.
However, the Killer D's did accomplish their goal. See http://www.reporter-news.com/abil/op_columns/article/0,1874,ABIL_7981_1959252,00.html
It may seem counterintuitive, but the Killer D’s have already won the public relations advantage. By emulating the Killer Bees, they are focusing attention that the House under Craddick was about to ram through a Republican congressional redistricting bill to punish Democrats for U.S. House Majority Leader Tom "The Hammer" DeLay of Sugar Land. The congressional redistricting isn’t necessary, since Attorney General Greg Abbott says the present map can be used for the remainder of the decade.

Meanwhile, Craddick is saying that while the House has time for the unnecessary redistricting bill, it doesn’t have time to consider the Senate-passed revamping of the state’s education funding system that would cut local property taxes dramatically.

The Killer D’s should love that comparison in next year’s elections. It remains to be seen whether the House Republicans do.

Some of the younger folks might not be able to relate, but this whole mess reminds me of the old attitude usually applied to football. "If you can't beat em on the field, then make sure you whoop em after the game. And if you can't do either of those fair and square, the CHEAT!"

:p Both at one time or the other!

They didn't hide to hard the press found them shortly after they arrived at their hotel. Some posse the Rep had. Where is John Wayne when you need him.:D

For those who are interested, you can look at the map of the Delay proposed redistricting at this link. See http://www.statesman.com/hp/content...ure/0503/0507redistrictmap.html?no_owrap=true It is very interesting that the major Texas papers are in effect siding with the Killer D's. See http://www.salon.com/opinion/conason/2003/05/15/texas/?ref=http://www.salon.com/well/ad/index3.html
. Many in the Lone Star state who supported George W. Bush for president are justly appalled by the latest episode of GOP thuggery, including the editorial boards of the Houston Chronicle and the Dallas Morning News, both of which endorsed Bush in 2000. For a sense of reasonable opinion in Texas, read this May 13 editorial from the Dallas daily, a fairly conservative paper, urging the Republican legislative boss to behave decently:

"House Speaker Tom Craddick can halt the work stoppage in Austin. All he has to do is play by the rules on redistricting ... Mr. Craddick should resist pressure from Congress to contaminate a generations-old census-based exercise by converting it into an ill-considered purely partisan power grab. He should commit to leave Texas' political boundaries alone, and protesting Democrats should promptly return to the hive."
