Terrible customer service for dining

Years ago when calling Disney, the people on the phone I encountered were always so helpful and seemed to know so much about Disney. Why does it seem like now, everyone I speak to seems to have no knowledge of Disney at all? I just tried to find out about reservations at a specific place and the person on the line didn’t even know what I was talking about and also was coughing continually. He didn’t seem like he knew anything about Disney and this is what I encounter every time I call. Does anyone know what has happened? Is there somewhere you can make a complaint where you actually get a real person at Disney?
