Can anyone tell me if certain ports are always tendered ports?

We are visiting Cozumel, Grand Cayman and Falmouth.

Cozumel is not. In fact, Disney docks at Punta Langosta, which is right in town...and not where all the other cruise ships dock.

Grand Cayman is always a tender port. This port of call is one of the best tender ports I have been to. The boats they use allow a lot of people which makes it for less of a line getting off the ship. If you don't want to worry about much of a line, make sure you are getting off the ship right when they start tendering. Another possibility is booking a shore excursion which will get you priority getting off the boat. Tendering is always fun, because you get some great views of the ship. I took one of the best pictures I have of the Fantasy on the tender boat in Grand Cayman.

just a heads up: we missed Grand Cayman last week. we were not able to tender. We heard from several people that not being able to tender in Grand Cayman is quite common. Our stateroom host thinks that in his 7 months on board, they've missed it about 10 times.
I wish you better luck as I've heard it is beautiful

I am not doubting that this is what your stateroom host told you, but it does not make sense at all. In 7 months the Fantasy would have been at Grand Cayman about 15 times (she only goes there every two weeks). So, that meant that she would have missed the port two thirds of all the visits. I have read about people missing Grand Cayman, but it seems to happen far more infrequent than missing Castaway Cay. I would guess last week was due to Matthew and that was quite extra ordinary weather.

I was not on the Fantasy. I was on a Royal Caribbean ship. not sure how different their route is.

Ah, ok! They might go there more regularly. I also think some other lines use their own boats for tendering and am not sure if that makes a difference in difficult weather. DCL always uses tender boats from the port.

plus i think ships are more likely to miss in the fall. The captain was saying something about it being difficult to come back on ship and they didnt want people to be stuck on land unable to come back on board. I personally wouldnt mind being stuck on grand cayman if they covered my hotel bill.
