How often does the tender run at Grand Cayman? If we wanted to get off after the first crowds disperse to just get our passports stamped, stretch our legs in the port and then go back to the boat, is that doable? Can we catch a tender boat whenever we want?

They basically run continuously (there's more than one). The spacing can vary, so you might wait 5 minutes for a tender, or you might wait 20 minutes.
 
We had to wait a good half hour to get the tender because of the excursion we were on as they didn't want us separated but to answer your question as Schmoo said, they run continuously. You can see them from the ship, if there is more than one cruise in port you can see how many of these tenders are operating. They really are quick and efficient.

I apologize in advance for my unsollicited advice: GC is an awesome port. If there is one port I would recommend visiting/doing an excursion in, it’s this one!

I've only been there once, and we went to seven mile beach. This time, I've signed up with to do a Stingray City/Coral Reef/Starfish tour. Company I signed up with (Stingray Sailing) seems well reviewed. Fingers crossed!
 
Same we only went once and it was a Sunday so pretty much everything was closed but excursions. The one thing we did like was the bus driver we had was a really good tour guide. I would definitely go again. The water and beaches are incredible.
 
DCL will provide instructions for using the tenders without having a DCL tour. We had to go to the Buena Vista Theater to get a ticket to get on a tender early because we had an early 3rd party excursion. After the morning rush, there is no need to get tickets, you just go down to the proper deck to catch the tenders.
