teenage EVC driver?

Can a 16 year old rent a Disney scooter? I am traveling with my sister's family this June. The youngest is autistic and we are renting a stroller off site for him. The oldest is sixteen and has a heart condition. At home she walks around just fine (although she is under doctor's orders not to exert herself or take PE). I am worried that she will find the Florida heat and the long distances too much. I know we can rent a wheelchair for her but wondered about the ECV.

Electric Convenience Vehicles (ECVs) rentals are also available on a first-come, first-served basis at the same locations that rent wheelchairs. Quantities of these vehicles are limited; plan to arrive early. Guests must be 18 years of age or older to rent ECVs. ECVs are designed to be single-rider and not to hold more than one person.

Most of the offsite rental companies also include a clause that says the scooter may not be rented by or driven by someone under the age of 18.

Randy's Mobility sometimes makes an exception for an older teen. They deliver their ECVs and are able to make a judgement of whether they feel the teen is mature enough to use an ECV safely. They also do some demonstration/ teaching. If they don't feel the teen is going to be responsible for driving safely, they will not leave the ECV.
