Where are they usually listed? Been on 8 cruises and have heard about them but never noticed them in the Navigator or in the app.

Other than the tastings available to pre-book online, the only way I've been able to see the list of available tastings has been to go to the location listed in the embarkation Navigator to book tastings, speciality dining, etc. After that, Guest Services will have the list and you can book tastings there if space is still available. The main disadvantage that I've noticed with this approach is that the GS cast members usually ask you which tasting you want so they can check availability rather than simply showing you the complete listing. I find this somewhat self-defeating, since I might not know what tasting I'm interested in until I see the complete selection and know something about the time and day schedule for them.
 

First check at Guest Services as you board since it is right there. Otherwise it depends on which ship you are on as to alternate location.
On the Fantasy it will be at La Piazza on Deck 4 aft and on the Dream it will be The District on Deck 4 aft.

Does anyone know if there is often a time sensitive issue with this? Should I worry about a late PAT (my preference) or for the most part will there be availability so long as I get there before muster time?

It depends on what you want. If you want to "do some tastings," you will have no problem finding openings at later PATs, later that night, even the next day. My wife stopped by the bar that had the complete book (mentioned in the Navigator on board) the next day, and there were still many openings for many tastings. But if you want a specific tasting (like Mixology, or chocolate) you may need to go as soon as you board, and even then it might already be full. Likewise if you have only a specific time that works for you (like afternoon on a sea day) it is possible these will be full. But if you are flexible and want to try new things, there will be things to try.

I just did a Mixology at 4:30 with a 5:45 dinner seating. I did just fine, but my wife was wobbly. She was fine, though once she got through dinner.

I did mixology at 4:30 and I felt suuuper woozy at dinner, and I didn't even drink one of them that was too sweet for me! Never again. I think next time I should get a tasting where the bartender makes all the drinks as I think the guest mixers got a bit carried away with their pours--some of those 4-counts looked more like 10-counts to me ;)
