Target RedCard

I'm just curious if anyone has recently been able to get a RedCard without a U.S. address recently.

I read that it was easy for Canadians to get before, but the online application now says that a US address is required, so I'm wondering if that is a recent change.

We live near the border, but I don't want to drive for an hour just to find out that I won't qualify for the card. We don't do much cross-border shopping, so it would be mainly just to get the Disney card discount.
