We've stayed at both places (although CSR was 7 years ago). We loved CSR when we went although the resort can have a lot of walking to get to the main lobby if you're in the back (Ranchos) section but that didn't bother us. The resort is beautiful and (at the time) transportation was fast.
Our stay at WBC was more recent in 2017. We had a 2 bedroom for the 4 of us and loved our stay. We had our own car so transportation wasn't an issue. The drive to parking for the parks was short and we actually were able to get to and from WBC faster than relying on Disney transportation. (The downside, of course, is you have to pay for parking at the parks.) We did not pay a resort fee (we rented points) and there was no charge for parking. We liked having the space to stretch out and the ability to heat up meals easily at the resort. The kids absolutely loved the pool with the water slide. We went back to the resort mid-day several times and actually found it easier and more convenient than relying on Disney transportation.
I think for us it boils down to how long we'll be there, how busy it will be and how much we'll be relying on fast passes/rope drop to get things done. Our WBC stay was a 7 night trip and we spent a bit of time at the resort relaxing. We knew we would rope drop any rides that were important to us if we didn't get FPs and, with our own vehicle, knew we didn't need to rely on Disney transportation completely. We have a short, 4 night September trip planned where we're staying at Pop because our focus is on hopping between HS and Epcot, we will rely on the skyliner for most of our transportation, and we don't plan on being in the room except for sleeping.
If it were me and it was a longer stay where we would have our own vehicle (that would hold everyone so you weren't paying parking x2), and everyone was willing to make rope drop happen, I would strongly consider WBC. If it's a short trip, you prefer to sleep in, won't have a car or know your family will split up I would lean more towards CSR.
